Patterson and CEC Jail Corporation

Similar to Senator Barack Obama three years ago, Henry Patterson ran a campaign promising “change”. Similar to President Obama now, many of those who supported Sheriff Patterson wonder where the “change” is or what exactly the “change” was that Patterson had in mind when he promised it.

Unfortunately, one of the most obvious connections Sheriff Patterson has with the idea of “change” is the changing stories he or his infamous re-election team put out there to try and make him look good to the public. The most well known example locally of spinning news stories to try and get a political advantage was when the Outsiders jumped out there and bragged that the Sheriff’s response to a citizen tipping the Sheriff’s Department off to where two huge fields of marijuana was growing would make his re-election almost automatic. When Liberty Dispatch started asking why there were no arrests and why all Patterson did was “arrests the pot plants”, the Outsiders backpedaled and asked for proof the sheriff was even involved in the sting.

Besides the “change” we have observed in his efforts to attract voters, we have heard Patterson and/or his Outsider buddies “change” the meaning of conservative by telling us all it is not conservative for the Sheriff to even consider the possibility that it may save the county’s taxpayers money for the county to run the jails. This ridiculous effort to change what conservatism is claims it is as simple as the slogan that "private business always is more efficient than anything the government does". But that is not true. Otherwise maybe we should hire a military and maybe we should hire people to run the military jails. And if it is true private companies always run jails cheaper, then maybe Patterson should hire a private company to patrol the county. Does Patterson think that would save money too? Or has he already started to do that (ie: the Outsiders)?

It is not only wrongheaded to think that “farming out’ these responsibilities is conservatism, it may be that this kind of thing is at least questionable to almost all constitutionally-minded people. The government is charged with the responsibility of protecting us. Farming this duty out and sending the taxpayers the bill may not set well with many conservatives. Patterson and his libertarian friends cannot “change” what conservatives believe just because Patterson struggles with managing his current duties.

This sheriff’s political handlers can write comments saying that the sheriff’s department is already short-handed and overburdened without taking on managing the jails, but taxpayers are not stupid. The Liberty County Sheriff would get a boatload of money and more personnel if his duties to run the jail were reinstated. Patterson and/or his people have already said it would cost more money for the sheriff to run the jail. Again, Patterson doesn’t seem open to real “change”. One of his opponents, Bobby Rader, has already said that the facts need to be collected and a cost/benefit analysis needs to done. Liberty County Sheriff candidate Bobby Rader says: “Whatever is best for the taxpayer is what I will push for if he is elected as sheriff”.

Perhaps the most damning fact about Patterson’s handling of this issue is that just like the two most long serving commissioners (Todd Fontenot and Melvin Hunt - both Democrats), he seems to rely on previous decisions and make assumptions rather than gather the facts. A cursory investigation reveals that as of Tuesday only County Judge Craig McNair, Bobby Rader, and Liberty Dispatch have asked the county auditor for information necessary to analyze what should be done with the jails. Conservatives might say Patterson is acting more like a Democrat when he makes his own job easier by leaving the jail in the hands of a private company and sends the bill to the taxpayers. In Texas and indeed throughout the USA, most jails are still under the management of the county sheriff.

The jail question brings up the real “change” we have had since Patterson defeated Greg Arthur in November 2008. Patterson has “changed” out Arthur’s good ole boys for his own. Besides the infamous “farming out” of certain “investigations” to the infamous Outsiders and hiring captains with troubled pasts from Harris County, Patterson has added Warden Timothy New, the CEC jail administrator for Liberty County to his list of people in his good ole boys network. No obvious crime there on the surface, but no great “change” from business as usual either. Timothy New has numerous allegations against him that are clearly troubling.

Patterson has been seen riding around and hanging out with Timothy New for years now. And for years now an unacceptable level of lawsuits has come from the jail Timothy New administers. Undoubtedly, allegations of Timothy New stalking a married woman and offering to help make some of her legal problems go away for sexual favors were not part of their friendly conversations. And apparently neither was the proposition of working to stop an ever increasing amount of contraband in the jails – sexual abuse, cell phones and drug contraband etc. But the possibility of big money through bribery, etc. is also attached to the jail and most of us are far more interested in Patterson fulfilling his role of oversight than buddying up to Timothy New. Allegedly, CEC has recently stopped efforts to search prisoners and jail cells and if true, who can identify any meaningful “change” we have because of Henry Patterson being elected sheriff ?

Why is Patterson’s cozy relationship to Timothy New important? There is a great deal more than “change” involved in who runs our jails. CEC gets paid millions to run our jail. CEC just sent taxpayers an increase that will add up to hundreds of thousands of dollars a year just months after our judges found ways to save hundreds of thousands of dollars a year. Patterson and the commissioners seem to be fatalistic and prepared to stamp “approved” as CEC cashes in and takes much of the savings the judges have engineered. In addition, CEC’s rate increase has Liberty County taxpayers carrying a bigger load than the federal government. We have heard no objection from Sheriff Patterson and CEC is charging you and me $12.45 more per day for keeping someone in a jail cell than they charge the feds for keeping someone in the same cell!

Conservative voters of Liberty County voted for substantial change the last two elections and we have actually achieved much of it. But it is time to review some of the people we elected and to replace them if we want to continue to change this community into what we want it to be. Anyone paying attention the last three years should agree replacing Patterson should be part of the change we work towards in 2012.

NEW IS A ROTTEN NO GOOD SOB, HE HAS PUT HITS ON INMATES THAT BUCKS THE SO CALL SYSTEM, HE ,HISSELF HAS BROUGHT DRUGS CELL PHONES TO THE A/B SO HE WOULD PUT A HIT ON PEOPLE ,
LOOK HOW MANY SO CALL GUARDS WAS AAREST LAST YEAR

The case, involving the ATF, that was sent to prison, Patterson's big buddy, Harry Kelly, is not yet closed. Who do you think the ATF, has not closed the case, that signed the papers sent to the ATF and bottom line signer, was Henry Patterson, Cleveland Police Asst. Chief.Let's hope Patterson, will do some time or lose his Texas Peace Officer's License.
Maybe Evan's Psychic can be of help to Henry.

Here is the ibggest problem with the privatization of the jail. The liability/ responsibility of all inmates still falls back on the sheriff, not CEC. The difference is that the jailers that work for CEC probably could not get a job with a sheriff office working in a jail due to background issues, but are able to with CEC (you get what you pay for). Back when the jail was run by the sheriff, most jailers wanted to eventually become peace officers, therefore, usually had a decent background history. OJ Stewart along with Hunt, Kirkham, Groce, and the idiot from Dayton (cannot remember his name), orchestrated this mess that Liberty has not been able to get out of since 1995. This is one of the services that the government SHOULD be handling....

Patterson has his buddies running the sheriff dept. Unless his buddies want to run the jail, he will never look at the numbers to see if it will save money.

I would not wish that my worst enemies were in Liberty County's jail. We need to make a change. either take the jail back or hire a different company.

Catch-22 here. County tries to make jail adjustments, to save money; then the contractor raises the rates, so they'll have the same money. Endless cycle....

Seen it before.... state lowers ad valorem tax rates, then tax assessor raises all of the appraisals (except the insiders, of course), so the cities, county, and schools can have the same money. Endless cycle....

The only one that ever worked, and for only a short while; were the wage/price freezes of the
70's. Oops, something WORKED! Can't have that.... IMPEACHED that dude. Made him resign...so, they never did it again!!! Go figure...

Next impeachment (90's).... got acquitted by democraps, in the US Congress..., So every politician in sight, does it again. Even local PD chief's and DA's...

(I never did get an accurate count, on how many "stained dresses" eventually happened, throughout the country, after Monica Lewinski's was "wink-winked," by the US Congress and the current Sec'y of State)...

Now, THERE'S an education system that WORKS!

Well, we all know about his civic center rendezvous.. heard when he was dj'ing an event one evening there at the center, he got a little tipsy and began expressing himself more openly to the football player looking sidekick. Liquor=loose lips. My son works for the city & said when he dj'ed at the Christmas luncheon, he played inappropriate music..explicit! What's this city coming to that city officials will be present & allow this? Doesn't this man have a pending EEOC investigation due to his sexual behavior? What happened with that, did the officials get too mesmerized by the red light camera money that they allow the chief of police to sexually harass employees? Cleveland desperately needs an educated, qualified city manager in play before the secretary/ACTING city manager put this city in a draining lawsuit!

IMHO going to a drinking party at a cop's house...., is highly similar to going to a party at a school board pres' house... In both cases, you don't know:

1. where you'll end up,
2. WHO you'll be sleeping with (voluntarily or otherwise)
3. How many of your fellow party goers will end up in jail
4. Where your 'ride home' may be taking you... (liquor store, jail, cheap motel...)
5. what clothing you'll be able to find, come morning
6. who all, did WHAT to you, and how many of them...

aww c'mon, wallflowers. (been there) Even the guy stuck in the dj booth, has got to have SOME way to attract a date. He certainly can't expect his 'one and only' to sit alone in the audience, six nights a week, on his gigs.... can he?

(besides, why should he be the only one in the house, to go home alone, after he's played Gilley's "the girls all get prettier at closing time")?

He's only got two options, his song choices and the microphone.
Now, you tell me, isn't the song choice, and dedicating the song to..., the classiest option???

I think as a police chief you are to set a higher standard, especially after all the eeoc investigations this man has been involved in, even.before Cleveland. He's obnoxious & openly cheats on his wife. He treats his officers like crap, unless your on of his bbq & beer drinking buddies, this is all the way to Ranger Huff. He bragged in a in a public place how many adipex diet pills he can take in a day & a local Dr refills em for him as needed..this is all unacceptable.
You may feel this is all fun & games but these are just examples of why our community is falling apart. And how does he get away with this? Well according to him, he has connections on council through royce wheeler. And why does he feel he's entitled to behave like this, again according to him "because I'm the chief, that's why"..sickens me.

thanks, and sorry, ofcr Ashmore, but you'll have to fight your own battles (and have the wisdom to know which ones you can't win).
Sometimes, it's wiser to cut your ties, keep your reputation, and just move on...

(what good is it, to win a litigation, punishing the taxpayers, and making yourself permanently unemployable, by adverse reputation)???

LD is not the solution to the PD's internal affairs, eeoc, nor personnel issues. I wouldn't even care to be in those loops. In fact, the media is always excluded, under PIA's, from access to personnel issues, pending litigation matters, and such.

Now, for elected officials... well, they're fair game, on LD!

before anybody starts putting police chiefs on pedestals and white chargers, saying that they're held to some arbitrarily high standard (especially, from someone with extraordinarily LOW moral standards!!!); we need to remember that this country has a century of history, of law enforcement corruption, and in the highest places. Let's not expect, what their profession has never been able to deliver...

I just read that comment "keep your reputation & just move on"....that's just sad. I'm not even in law enforcement but I'm in a mainly male work environment. I'm a supervisor & you just enlightened me. I can only imagine the frustration someone must feel when they're just brushed off because of the rank or gender. I will make sure I never disregard anyone like this. Wrong is wrong, doesn't matter if you are the chief. If it were my wife I don't know how i would handle it, and them being cops makes it all more serious. This isn't the 59's anymore.
