Everyone on this news site is talking about the Patterson, Rader and Cox, match up for Sheriff in the April 3rd, Republican Primary and I will admit we need a Drastic Change in leadership at the Department in November/2012. As usual no candidates from the Dayton Area, in that race, but Dayton area have an important race of its own, for Constable Pct 4. The Incumbent Pafford, in 2008, swept Charles Martin out of the job, because of the Obama Vote. Republican or Democrat, never heard a negative word about Constable Martin, and for several years he had no Deputy to help carry of the largest money generating Pct. by the JP and Constable, for Liberty County. For four (4) years, we have had a Constable, that used the Constable Pct 4, as an extra job and relied on his Deputy as the Office Manager and Bailiff for Judge Graves.
Constable Pafford is allowing reserve officers, under him to patrol, Hwy 59, not being in a coalition and then sending Press Releases of arrests, one end of Dec/11 and one in first week of January. The Press Releases have been sent to Cleveland Advocate and i-dineout and maybe this site. Why is my taxes going to Patrol as a rogue cop, in a area, 25+ miles out of jurisdiction, when TDPS, Cleveland PD, Constable Pct 6 and Sheriff's Department, has jurisdiction of that Hwy, not Pct 4 from Dayton Area.
Judge Graves spends a lot of time on the bench, with the heavy case load. No cases are decided in his office as done in the past years. Constable Pafford has worked around Liberty County, but anyone that knows former Constable Jimmy Belt, what kind of officer he was and how his employment ended under Jimmy Belt.
Early voting in 2008 was a ~1,000 votes ahead for Republican candidates in the General Election. I was rumored that the new constable may have to be replaced within 6 months, due to his past record in Liberty County. He had his job and a full-time Deputy and flew under the Radar, for 3 years, but 75% of sure voters know nothing about the Constable of Pct 4. This Primary Election, he has two opponents, one has law enforcement experience, but does not seem to be campaigning. The other candidate, who is in his a current Officer and who was educated in the DISD, has worked in Liberty County for 25 straight years (Kenefick as Chief, Sheriff’s Department & Dayton) with no disciplinary on his record and has worked the last 10+ years, for Dayton and has a Master Peace Officer’s License from the State of Texas. “Robby Thornton“, if elected, will terminate employment as a Corporal for Dayton and will be your Full-Time Constable in Pct 4. It is time that we quit paying our Constables to use the position at a part-time job, taking his Deputy off the street, serving papers, assisting other Agencies and working traffic, You have the Final say in a couple of months on April 3rd, in the Republican Primary. The choice should be clear, if you know “Robby” Thornton.

Liberty County Pct.4 Constable Pafford slicked his way into office and he is just trying to hold on to his job. Pafford and done some borderline illegal policing since he has elected. This guy has to go.

Constable Belt fired Pafford, think he is old west type and likes follow up on calls, with young women, the next day, when they did not call. Constable Charles Martin was a conservative and always got my vote. Robby is a super person, who is a worker and expects that of all around him.
By state law constables have county wide jurisdiction no different than the sheriffs office. If sending a free reserve deputy out into 59 is a problem...tell me why..stopping illegal activity and being proactive should be praised upon not hated on. A reserve deputy is a free service other than fuel, we should praise the efforts of a department that actually works

That's the problem with "news" like this. It points out only negatives and refuses to focus on good points. I am sure constable pafford has made mistakes but why do we attack officers in his department. We should support officers that go out and work unlike so many that don't. That's the problem, most that write these stories have no clue on being a police officer. Going out and actually preventing the sell of illegal substances from possibly reaching our kids should be appreciated but want to only document the negative. Here is my support for those officers who do their job and stop criminals in our county
Let's look at a few things..constables have county wide jurisdiction not confined to only one city..pafford has recently written and was rewarded a grant that provides new radios and in car cameras for his deputies. This helps protect the deputies and the citizens of the county. Secondly, all civil process is served at his office so how is he taking it as part time. The reserve deputy mentioned on 59 is working criminal interdiction on 59 in liberty county where he has jurisdiction by state law. The cases made by this deputy serves the entire county by taking large amounts of narcotics from possibly entering our community...let's not be selfish people, everyone as officers must do their part to fight crime..find something better to complain or attack this agency about..get your facts straight on the law and don't make blind comments with no presented evidence
How do you know that he is not campaigning? I take it that you have not spoken to the correct people or this person.
I have no desire to attack Mr. Pafford. heck I do not know the man nor does almost anyone I know. But if he wants to expand the roll the commssioners and the county judge have for constables then he needs to win that argument with them. Personally, I like concentrayting our constables' duties on a few things and using teh sheriffs' office to take care of the type things Pafford has jumped into. I think we are making better use of our resources and have better accountability if secretaries and assistants or deputies are under a countywide elected official's supervision. we do not need all of these little kingdoms and have them limited only by how much they can use their political skills to expand.
Pafford needs to go apply at the sheriff's department. We need a constable protecting just our area, serving warrants, patroling, etc. If Pafford wants to go fight crime and chase every criminal that drives through Dayton, "deputy Pafford" sounds better than Constable Pafford.
I agree with the last comment. Of course I don't want crime ignored, but we have different people hired to focus on different things.
Pafford is an idiot
Pafford's actual jurisdiction is FM 1409, one of the largest drug transportation areas in Liberty County and gets no attention from Pafford or the Sheriff. Drug transportation is south Hwy 146. A year ago 6 kilos of "coke" from Baytown and ended up at MacDonald’s and their home base was Baytown. South Hwy 146 is also Pafford's actual jurisdiction. County Road 428 off FM 1409 is called "Weed way" and not Wood way, by all living off FM 1409. Another area for Pafford is West Hwy 90, from County Line to Dayton City Limits. This is another drug route, since not patrolled, except by DIPS, when possible. FM 1960 is also Pafford's road from 3 miles from Huffman to Liberty County Line to Dayton. So, all you Pafford's boys, why does the constable not work the major roads into Liberty County and further north and east? The Dec. 9, 2011, Press Release by Sgt. Eric Baumgart, indicated no arrest were made, this sounds like the Pot fields found by LCSO, no arrest made in this incident. On January 5, 2012, Sgt. Eric Baumgart, released another Press Release, did not show an arrest was made. If you legally searched the auto, on Dec 9, 2011, then why was no one arrested? Then on January 5, 2011, the exact same amount (10lbs) was confiscated and if search was legal, then no arrest made. The January 5th, a picture was included, with Pot, wrapped in an odd manner and was wrapped in Saran Wrap (green tint); It was not cut open, showing the illegal grass. I have made many pot arrests and have never seen 10 pounds, wrapped in this way. Also, one, if not whole car was taken to city Jail or county jail. Policing at one point all cops carried a "throw down pistol", why, in a shooting of a suspect in the dark was shot and had no weapon, the throw down was dropped at the scene, next to the shot crook. I think, that Pafford’s staff, uses a "10 lb", saran wrapped, something to bolster his election bid. The Dec/2011 Press Release, showed no picture. Also, what was reason for further investigation? We need arrest, in Liberty County, from Pafford's Office and the Pot Fields, Patterson Found, no arrest.

Those people up on Highway 59 didn't vote Pafford into the Constable office but these people in this Precinct can sure vote him outta here. Move up to Cleveland if you want to patrol that area, Pafford. We didn't put you in office to protect that area. It would be different if they had called you for help. IMHO: Pafford's just like Patton Village, and the thousands of other US towns, that annexed a section of highway, solely for revenue. He simply avoided the (impossible) annexation steps, and just unilaterally decided to start patrolling outside of his jurisdiction. I guess, he wanted his own slush fund, (from drug truck seizures,) like he saw the other agencies, frequently finding on hwy 59.

If we had an honest Texas Ranger (yo, Frank Huff!) or super trooper, they'd promptly, put a stop to it. Of course, the first time he tickets a defense attorney, who can read the court's address (Dayton) on the ticket... there will be jurisdictional hell to pay!!!
To the above post about "there will be jurisdictional hell to pay" Accoriding to state law and clarified by Texas Attorney General’s Opinion GA-0189, a constable has jurisdiction within the entire county which their office falls into and that a constable is not only confined to their pct..so please inform yourself before making uneducated posts...thanks :)
