KOEN AND PRECINCT 3 CONSTABLE POSITION STILL ALIVE

LIBERTY, June 5, 2012 - A recount of the voting in the Republican Party Primary for the office of Constable Pct. 3 was conducted on Tuesday at 9:00 AM in the Liberty County Courthouse.

Primary election night results were as follows :

1) Incumbent Constable Danny Frankum - 49.4% or 590 votes
2) LCSO Sergeant Tommy Koen - 30.9% or 396 votes

If Danny Frankum had received one vote more than 50% of the votes in this race there would be no need for a run off election, but between the third candidate in the race (Darrell Elliot) and Koen the incumbent did not have the votes to win.

Frankum paid $500 for the recount and nothing changed in the vote tally between him and Koen. A decision was made on a provisional ballot that gave Darrell Elliot one more vote, which actually raised the threshold for Frankum to top 50%. The run-off will be July 31st.

This constable position is rumored to be a possible budget target and could be cut in the near future. This is a second job for Danny Frankum and hours devoted to it range from 12 hours per week to 30 hours (depending on who you listen to). It is thought to be the working hours in this precinct that have made it one of the top choices for consolidation and employee reduction.

I am for cutting this position. I drive through Hardin everyday and have NEVER seen the constable or his car.

Constables should focus on serving legal papers not making traffic stops on people going 4 or 5 MPH over the speed limit. Oh he gave me a warning. Sure he did .... he wants my family's votes. But shopuld he have stopped me in the first place is my question. he should be stopping people from breaking in the schools and the churches and in houses, or maaaaybe someone driving drunk or overloaded trucks or 85 MPH.

It doesn't matter what the job description is for the constable position, because Tommy Koen is, by far, the most qualified. He has over 30 years of law enforcement experience. He has worked and continued in law enforcement education to merit the rank of Master Peace Officer. Tommy is a dedicated, honest, and straight forward person who would take this position seriously and be visible and readily available to all the people in the precinct. It speaks volumes that one of his former opponents has chosen to support him in the run off election in July, but the voter turnout is crucial to electing a qualified full time Constable!

don't hold your breath. "Most qualified" didn't win the DA race, with LC voters. Continuing corruption..... DID!

Now you all know Frankum lets every body see him.At election time.He must have a bunch of buddies that owe him to get that many votes.Why Tax payers pay the people to hold a County Office when the work at other jobs.Should be a rule County job and no other are your gone.

Danny Frankum has been working a full time job and getting paid as constable for years. If Liberty County dont right this wrong Im giving up on Liberty County. When will the corruption ever end????? God help us.

I also believe this postion should be a full time postion, not for someone working another job. I also believe this should apply for justice of the peace positions also. We the tax payers should not be paying these people full time salaries for only a few hours a day!

Danny Frankum worked hard and earned a Deputy position. Deputy Davison works days and Constable Framkum works nights on the streets for all of you!!
Tommy Koen will never be seen if he is elected! Tommy is not a proactive officer....only reactive!
If you want someone other than the Sheriffs Ofc that never comes around...Then RE-ELECT FRANKUM!!!!

If you want someone who is not working another job when it is time to looking out for our homes then vote for Koen. All deputy constables will be cut because of budget problems so you cant count on Davison working for Frankum.

awwww, c'mon! Harry Kelley was working at least three jobs, in his day (city pd detective, gun runner, concealed handgun course provider.) Now, he's finishing a fourth (federal inmate), and starting a fifth and sixth(ex-con, conspirator cover up specialist)!
How could multiple, conflict of interest jobs, POSSIBLY become a problem? just asking.... ROFL LMAO

To the poster who speaks about Davison working days for the county and Frankum keeping Precinct #3 safe at night...and if Frankum has a "day job"...when does this Super Hero, Frankum, sleep? Seems like one or both of his jobs MIGHT be suffering, right?

no brainer. Work day shift, work night shift, sleep evening shift.

Back in the day most Constables and J.P.s had one job not two or three.You could call them at any time and talk to them.No they did not run radar 24/7 and most used their own vehicle not a County bought Police Interceptor

I was told today that Frankum was training so he could do DOT checks on trucks.But he lets a church group camp out at 4 way in Moss Hill and dirupt traffic.Maybe they are collecting for Fema Phil.

Why exactly do you think Koen is only a reactive officer? Why do you believe he will never be seen. I see Sherrif's officers around all the time. So far I have only seen Frankum driving around since it's been election time. Go ahead and re-elect Frankum. Then the county will just be paying him to park his constable car at his house. Deputy Davidson on the other hand, does a wonderful job. I just disagree with us having to pay for a full time constable when he only does a part time job!

Before people open their mouths they should really learn the truth not just the crap they here!!! D. Frankum is NOT training for DOT checks on trucks. I drive through Hardin everyday and have seen Frankum many times. Most constables have second jobs because they cant make a living on the crappy salary the county pays and Koen works extra jobs so that would also qualify as a second job! Speeding is speeding no matter if it 4 miles over or 20!!!! People should research what a Constables job description is!
