Chambers County Under The Microscope

Liberty Dispatch has received information indicating an ongoing investigation into the manner that FEMA contracts were handled by Judge Jimmy Sylvia and other members of the Chambers County Commissioner's Court. The allegations center around the actions of Judge Sylvia and at least two Commissioners, a Justice of the Peace and a Constable. The basis of the allegations are that Judge Sylvia and the other elected officials awarded FEMA clean-up contracts to businesses that were set up under their children's names. Sources close to Liberty Dispatch indicate that open records requests have been made to determine the validity of these claims, but Chambers County thus far has refused to release the information requested.

In the last two hours several tips have been received from concerned citizens that a local pharmacy owner was set up in the clean-up business after receiving one of the FEMA contracts. We have also been made aware of the possibility that some of the elected County Officials have become silent partners with an Oak Island businessman who is building a large marina complex. Specifically, it is alleged that ill gotten FEMA funds are attempting to be laundered through this commercial venture which will be in direct competition with several other small businesses that are currently operating in Oak Island. It should also be noted the Chambers County Commissioners Court has already awarded significant tax abatements to the businessman building the new Oak Island complex.

Although the investigations in Chambers County might come as a relief to Liberty County officials, any perceived relief would be severally misplaced as Liberty County is still under investigation by almost every Federal and State policing entity.

We will have further information on this story as details become available.

I have lived in Anahuac for 38 years and it is very discouraging that our elected officials have been profiting largely in the clean up efforts. It is also embarrassing to live where certain individuals (local pharmacy owner and owner of Lone Oak club) brag about how much money has been pocketed illegally from the government. I hope the government brings all of these individuals and makes examples out of them. Our hard earned tax dollars need to go to honest contractors looking out for the best of our gulf coast areas

I know for a fact that the local pharmacy owner, Dave Wilcox owned no large IKE cleanup equipment prior to receiving the Clean-up contract from one of his best friends County Judge Syvia. Look at all the tax payers that lost everything they own and look at Wilcox who is supposed to be a respected local pharmacy owner profit from his local customer's misfortune. I hope he gets what is coming to him.

If local pharmacy owner Dave Wilcox is involved, his brother-in-law Oliver Smart is right along with him. Probably his financial backer in the beginning until all the FEMA money started rolling in. Oliver Smart should be investigated as well. He is another one that owned no large equipment prior to IKE or until Wilcox received the FEMA contract. Would not be surprised in Smart got a contract as well. Friends and Family all in it together. Makes me sick.

Is Oliver Smart the husband of Anahuac school teacher Jeanie Smart? I believe her maiden name is Wilcox and brother is local pharmacy owner Dave Wilcox who was mentioned in the article. Just curious so if a reader can confirm, I would appreciate.

As a 50 year resident of Anahuac and one who knows both the local pharmacist (Dave Wilcox) and his brother-in-law Oliver Smart, I can attest that these two residents had no dozers or trackhoes prior to the clean up contracts being made available by the County Judge. My question would be how does someone obtain a government contract without a prior business established for the Contract Purpose. Sounds like a few guys were making under the table deals in order to profit during such a devastating time in the community. These contracts should have been given to business owners who are in the business of moving dirt or trash. I am disappointed in our local officials and hope anyone found doing wrong will persecuted. Let's please clean up this small town of Anahuac.

What entity or who's name did the contract received for the clean-up effort go under? Wilcox Drug Store, Loneoak, or as the original article stated, set-up a business in one of his children's names? I would be curious to know. Also, how was a scandle of this magnitude expected to be kept in the closet in a small town like Anahuac when everyone knows everyone. Obviously by the looks of this and the County official's involvement, some know others much better.

I have been a resident of Anahuac for 50 plus years and that really does not surprise me about him. Always seemed to be a snake in the grass to me. I bet his father who is a good decent man who gave Dave this local business is really proud of his son after all this. I hope they have to pay back all the FEMA money and fine them on top of that. A little jail time would not hurt either.

How interesting, especially right here at election time. I think all involved should be investigated including Cecil Parker who ran the FEMA cleanup contracts and is a good friend of the judge.

it was a good thing,put alot of people to work that lost jobs and income due to ike.If it was bid out to some out of state contractor no one in the county would have benefited from the FEMA money.I don't know about the political side of this but i do know it was good for alot of people here.

I have been working on this for some time now.
How did Cecil Parker a blue collar worker get the power to run all the FEMA cleanup in Chambers County. His good friend Sylvia.
And how does Tommy Henry end up with tractors
to get in on the cleanup?
Would Jimmys new private bank account that nobody is suppossed to know about at the A.N.B. tell us anything? You bet it will. You will be surprised of all the rats that can be found in that account.You'll find a long line of dirty fingers. But lets not forget how kind it was of Cecil Parker to sponsor the Gatorfest. He gave some of his dirty money back to us didn't he. Now we also have the Chambers County incenerator that was run by none other then Mr. Kahla himself. Did you know that there was a $250,000 maintnence grant for incenerator. Only $25,000 was used for that. Then they ran out of funds. Our dear Mr. Kahla has new cleanup equipment and 4 successful businesses. Go figure.
Did I mention the clean up just south of whites park? Its private property that belongs to none other then Jimmy's little buddy Cecil. I saw chambers county clean up equipment on site. Oh did I mention that Jimbo Sylvia was getting a weekly paycheck from Garner. Funny, He stayed home all day every day. And Daddy awarded his 2 lovely children with a new truck and a B.M.W. Wish I had a daddy like that!

Did anyone thank Sarah Cerrone for finally getting started with the Neil Diamond homes?
She has been so busy with the gatorfest that she has not had the time to get the ball rolling.
Sometimes I just want to run down and help her.
She has to hand pick all the vendors and set every thing up all by herself.Thats why we never hear how much the fest brings in or where it goes to because she is so tired when she is done that she never has the chance to let us know where it all goes to and how much.
After a hard days work she has to go home and keep her house up. Did I say her house???
Sorry my mistake. The chambers county property that she lives on for no rent. Well she should keep it clean because it doesn't belong to her it belongs to the tax payers of chambers county.
If I got a good paycheck and rent and utilities for free I would clean the house too. She has lived after Country died, he was the caretaker for whites park and the house was part of his agreement for taking care of the property.
Has anyone seen Sarah on that great big lawn mower.She has been there for at least a decade that I know of.The tax payers of chambers county must feel blessed to have the kind of people they have to run there county for them.
If only they would show there apprecation and throw them a bone when they are trying to make ends meet while paying their taxes.
I think dinner for all is due.

Just want to reiterate on the comment I made about Mr. Leggett, I wasn't trying to single him out by any means, I was just trying to point out how the "buddy" system had a big part in the FEMA clean-up, the list could go on forever. It was unfair to many people, and only the Chambers County officials are to blame, enough said. Justice will previal.

I think everyone knows you were not singling anyone out. You are rite that the Chambers county officieals are to blame.
I am shur that not all the contractors that were involed in the clean up are Dirty.
History will also show that the justice system
wants the men at the top.
Cicel Parker would have not been able to do the
things that he did if someone with power had
not paved the way for him to do so.
History also has shown us that he who sings first and the loudest gets the sweet deal.
Those that dont step up soon wont get a deal
from the D.A. and will have to fall without a net. There is no honer among theifs.
If I were Parker I would hand Jimmy and anyone else over to the feds. If the tables were turned Jimmy would probably drop him like a hot potato.

As a person who does not live in Chambers County, but is considering a move in the future I find all these anonymous posting disturbing. It seems to me that all these "anonymous" people seem to have so much information but yet they can't use their real names, in my eyes that is called a coward. A coward is someone that sits behind a computer and has nothing better to do with their time than make anonymous postings to stir up trouble. From what I have learned over the past year since Hurricane Ike, Chambers County has created a lot of jobs for a lot of people. Once again maybe you should posted your real names and see what kind of trash someone could possibly say about you and your family. I'm sure everyone who's name has been mentioned in the above postings feels this same way.

Being a concerned citizen of Anahuac and seeing all the mis use of canal company equipment and employees i would be more concerned with the role that the indiviual is running the canal company and the money that he made with the clean up that the contracts were put in his families name. and also with the money he put in his own pocket taking people on guided gator hunts on state owned property. Lake Anahuac (being the state owned property)

The fund raiser was held at the gangs hideout (oak island lodge). He has fundraisers there three to four times a year with county employees present and participating while they are on the tax payer's clock. The owner of the Lodge, Arty Presley is supposedly being finacialy backed by Silvia and John Jenkins (aka A.N.B) in his new island ventures. The local paper has never mentioned the judge's fundraisers and she/editor lives three blocks from the lodge, yet if the pastor of the baptist church farts it makes the front page.

All of the commisioners are guiltly because they knew what was going on, hence all of them should be removed and prosecuted. Some particpated with contracts and new lease equipment. The JP is Randy Vandervitter who works part time for the tax payers.

Yes they are all guilty because if they were not part of ripping off the tax payers they knew about it and did not step up. They have not stepped up to this day. My question is why is it so hard to get County records. The records that have been requested are public records and any tax payer should have the right to obtain any record that is asked for. These people work for us, not us working for them.
Now do we need to all band together and go to the court house and demand records? And us the tax payers, do we fire employees for not doing as they are told (remember they do work for us) or do we demand that the A. G. get involved and go in with the F.B.I. and remove records under a court order.
Whats it going to take???

Everyone had the opportunity to get on the FEMA jobs. Sorry you did not have enough energy to get off your couch to seek a part of it. Things do not jump into your hands, you actually have to hunt for it. Just be happy your county has been cleaned up. Maybe there was some wrong in all of this, but hey... no more than a company advertising a job knowing darn good and well they have already picked a friend to take the job. This is not any different. Maybe if this ever happens again, maybe all of you will take a few min away from the computer to seek part of it.

this is a classic example of how greed will spiral out of control. one rat steals a hunk of cheese then 3 or 4 of his friends come and on and on until the cheese is all gone. those of who didnt feast are irate and they turn on each other. this is not just the officials fault. this is a matter of integrity among each individual. when Ike hit i told my family to pay close attention to the people.you will see the best come from some of the so called worst of people and the worst from some or the best.i choose to remember the missionaries who traveled so far and the school kids who gave up studying to aid humanity.this is not a good example for them to emulate. when the dust all settles hopefully we will all have learned a lifelong lesson. to dream of completely eradicating corruption is just a pipedream

John was in the fertilized egg business.
He had several hundred young layers ( hens ) called pullets; and 10 roosters to ferilize the eggs.
He kept records, and any rooster not performing went into the soup pot and was replaced.
Thi took a lot of time, so he bought some tiny bells and attached them to his roosters.
Each bell had a different toe, so he could tell from a distance, which rooster was performing.
Now, he could sit on the porch and fill out an efficiency report just by lisstening to the bells.
Johns faverate rooster was ol Jimmy a very fine specimen, but this morning Jimmys bell did not ring at all.
When he went to investigate,he saw the other roosters were busy chasing pullets, bells-a-ringing, but the pullets, hearing the roosters comming would run for cover.
To Johns amazment, ol Jimmy had his bell in his beak,so it couldn't ring.
He'd sneak up on a pullet, do his job and walk over to the next one.
John was so proud of ol Jimmy,he entered him into the Chambers county fair and he became an overnight sensation among the judges.
The result was the judges not only awarded ol Jimmy the No Bell Piece Prize
but they also awarded him the Pulletsuprise award.
Clearly ol Jimmy was a politician in the making.
Who else but a politician could figure out how to win two of the most highly coveted awards
on our planet by being the best at sneaking up on the populace and screwing them when they weren't paying attention.
Vote carfully this year,
The bells are not always audible.

Of course it was a matter of who you are as to what list you were going to be put on, the list that took certain people on hunting and fishing expeditions, Lone Oak mixers, and last but not least those that had the cash to grease the right palms.Then there was the s..t outta luck list,which is the one everbody else is put on. The maybe next hurricane but probably not list. The one thing that will always ring true in Chamders Co. those that have get, and those that try and do it the right way dont get squat! "PROSECUTE AND VOTE EM OUT" hopefully before the next storm God forbid.

As long as the money was spent cleaning up and rebuilding I don't have a problem with it.

Business has always been like this... people knowing other people in business, doing business with each other, helping each other out to make a profit. It pisses people off if someone is making a profit and they are not, so they whine about it.

And it isn't uncommon for people to set their kids up in a business to make profit.

Sounds like some liberals on here are wanting a piece of someone else's pie.

I live in Mt. Belvieu, work 2 jobs to support my family and I'm not whining about other people having more than me.

Anahuac Texas, Yes do remember that place. Yes there are people that are nice there but let me tell you something Anahuac is all about who you know and what you know. With this I say, That city is messed up and I know people personally who lived there and still do and are old and disabled. What do they get out of it. They could not even get help from any company there but they did it on their own. Also you think that anahuac is a great place why dont you take your money out of your pockets and hand it to everyone you see and tell me how you feel. I bet you wouldnt last five minutes before you would either quit or go broke. You know another thing,Anahuacs elected officials involved in this should have to pay back every cent to fema. Then Fema should create a new fema policy come in and build new things for that oh so small and boring town. The only things that look nice there are the schools and the town hall, courthouse. Anahuac Needs new leaders in their town and it seems to me that there are people reading this who are offended by what people have to say about how they are getting screwed by this city. You know what you can get over it and realize this is America and also known as a free country with free will to say whatever. Maybe you should go back to school and realize something. I know alot of great people there and I feel for them all the rest of you need to get your mind strait AND STOP ACTING CHILDISH TOWARDS THE PEOPLE WHO LIVE IN YOUR TOWN. Im sure none of the people that were getting it, still have it and who has $60,000,000 just laying around.....oh wait...maybe the tax payers it was supposed to help in the first place.

All of the people mentioned are going to make money any way they can and they'll screw over anyone to do it. Also, they'll keep paying whoever is keeping them out of jail or out of trouble.
Instead of typing on here what should be done to save your tax dollars, move the hell away!!! Because it isn't going to stop! Even if these people accually get what they deserve, someone else will take theier place, while knowing how easy it will be to get away with free money. This crap has been going on for years. Everyone with authority has been robbing you for years. Before FEMA was even around. They are all hungry for your money and they'll keep finding ways to get it! Anahuac is so small and worthless for he real world to worry about. So these people that have authority and obviously the power to get a paycheck right out of your pockets, are getting away with it!
Just get out, in the real world. Move a place where judges and county officials are willing to honestly open up thier whole lives to the public to show that your city is a priority to them.
All of the judges and county officials in Anahuac want your money, they only care about your money, and a page full of comments by 'anonymous' will bring them absolutley no where near closer to being brought to justice. They're paying everyone that could bust them! So while your at your silly job in Anahuac, just remember a little bit of what your working for is for is paying for some jerk's spoiled rotten drunken childs BMW. And if he gets tired of the color, maybe you'll help pay for Mercedes.

They are re-elected because most of us obviously do not know them as personally as it seems others do. I, for one, have lived on the west side of Chambers county for 30 years. I know Judge Sylvia by sight, I talked to sheriff Riva once and have never heard of Wilcox until this blog. I'm just a tax payer that keeps to myself and takes care of my own. BUT I've heard enough here and on the TV to ensure I'll not vote for any of them again...what else can we do except try to vote new blood in?

i too was once blissfully ignorant of the putrid shananigans of this governing body.unfortunately i and my family have become the targets of their personal vendetta. the crimes this sheriff dept. has commited far out way any petty criminals. i and many others feel completely defeated and helpless to defend ourselves. who are we to complain to ?why doesnt this revelation of their personal lack of morals with Fema funds strongly indicate that their method of governing would be just as sordid? this judge and sheriff are not fit to govern a dog pound. yet they run unopposed? someone please explain why .

to the person who suggested we all move...its understandable and on my list. however not everyone can relocate as easily. then again why should anyone have to move to get treated decently? Lord knows this town is like a shriveled little grape barely hanging on the vine. they oppose any growth because it brings in crime..thats laughable under the current circumstances. the truth is they want no competition in any area that might knock a dollar out of their pocket while they commit highway robbery. they elected the same ole bought politicians to protect the good ole boys. the rich go home ,the middle class working poor pay fines and the no incomes they leave alone because they wont pay. the only change they approve of is something that will benefit them and their wealthy backers and they get it no matter how many crimes they have to commit.they prop up a hospital where substandard care is a compliment because it employs citizens and of course our long standing doctor? opeates there. the retirement home was a liabilty due to substandard care.the police dept. in itself is a liability to this county.an old lifer here who was subjected to their corruptness once told me "they (police)may run me home but they will never run me out of my home.

anyone wonder why the evacuation money was cut out? now with mandatory evauation you can ride on a shuttle and sleep in a flop house.every elected official was compensated 2 grand for expenses of the storm. hell we cant even be reimbursed for gas for a generator with receipts .

So..... why don't new people step up to the plate and run against the NOW ELECTED CROOKS, I know there are many God fearing people in Anahuac that will do an honest justice to this town. I say bring in another Drug Store, the ONLY one in Anahuac now, is literally screwing the community, give him some competion and let's see how long he will survice. I drive to Winnie (Brookshire Brothers) or Baytown, to get my prescriptions filled, I have no desire whatsoever to give that crook any of my hard earned money. As, I know for a fact there are many community members that do the same. When walking into that drugstore, it seems that their employees look down their noses to you, if you don't have one of the CHAMBERS' COUNTY NAMES, (if you know what I mean) It is time these crooks get a dose of their own medicine (that was kinda ironic, wasn't it)...lol

(surely they arent stupid enough to deposit millions in their name ),or perhaps transferred to other regions in smaller amounts.it would be interesting to see how many accounts they have and how much cash they have stashed at home.all their assets and their accomplices should be confiscated and used to repay the taxpayers
